Information blocking, in the case of a health care provider as defined in 45 CFR 171.102, is a practice that is likely to interfere with the access, exchange, or use of electronic health information, except as required by law or specified in an information blocking exception in 45 CFR part 171, subpart B, C, or D, and that the health care provider knows is unreasonable and is likely to interfere with access, exchange, or use of electronic health information
